Ministry of Education Cooperative Republic of Guyana Request for Proposal (RFP/MOE (NPATB): 03/2019)

1.The Ministry of Education hereby invites eligible Consultancy Individuals to participative in the selection of Consultants with the Ministry of Education to undertake the training of teachers/instructors in Occupational Health, Safety and Environment (OHSE) in 2019 through this Request for Proposal.

2.Bidding will be conducted through the National Competitive Bidding (NCB) procedure specified in the Procurement Act 2003 and is open to all eligible and qualified Consultancy Individuals.

3.The Consultant will facilitate the training of teachers/instructors in OHSE and ensure their certification with the Caribbean Vocational Qualification (CVQ) level 3 by the Council for Technical and Vocational Education and Training (C-TVET)

A.Consultancy on “The training of teachers/instructor for the CVQ – level 3”
1.Prospective Consultants are required at this stage to submit their Technical and Financial Proposal for providing these services. The bidding document, including a Terms of Reference can be obtained from the Procurement Unit, Ministry of Education, 21 Brickdam, Stabroek, (Tel# 227-0470) for a non-refundable fee of three thousand dollars (3,000) each. A pre-bid conference will be held on Wednesday, June 11, 2019 at 14:00hrs in the Ministry of Education’s boardroom, 26 Brickdam, Stabroek, Georgetown.

2.Bidders must submit (but not limited to) the following Document:
•Technical Proposal
•Copies of TIN Certificates (for Guyanese nationals only);
•Copies of valid NIS and GRA Compliance Certificates for Guyanese nationals only);
•A Price Proposal in a separately sealed envelope.

NB:All compliances must be in the name of the individual for whom the application is made.
Tender(s) must be enclosed in a plain sealed envelope, which must contain, in separately sealed envelopes: the Technical Proposal and Financial Proposal as specified in the bidding document and clearly marked on the top right-hand corner: “Consultancy Services for the training of 25 teachers in Occupational Health, Safety and Environment at the CVQ-3 at the LTI through Part-funding from the OAS ” and deposited in the Tender Box at the address listed below no later than 09: 00 hrs. on Tuesday, June 25, 2019. Electronic Bidding will not be permitted. Late bids will be rejected.

The Ministries of Education and Public Health are collaborating to offer Early Stimulation Intervention for individuals and their families affected by Microcephaly. The intervention will be offered at the Centre for Stimulating children, youth and adolescents with special educational needs associated with disabilities (Cyril Potter College of Education Compound).
