The Ministry of Education in Collaboration with UNICEF Request For Expressions of Interest Consultant - Study on Out of School Children

Background
The country is challenged by limited data on the causes of drop-out and out-of-schoolchildren, at national and or sub regional levels. This study sets out to correct the vacuumcaused by the limited data on out of school children. As a response, and in its attempt to work towards achieving equitable inclusive education, the Ministry of Education first action is to commission systematic research on Out of School Children.

Duties and Responsibilities
The primary responsibility of the Consultant is to lead the implementation and write up of the study. Specifically, the Consultant will

  • Coordinate with the Chief Education Officer, Chief Planning Officer and Focal Point in the Planning Unit of the MoE to adapt technical methodologies based on the data availability in the country.
  • Serve as the chief research officer to support MoE officials, in the implementation of the study
  • Ensure the quality of the study by closely monitoring the process and involving critical partners in reviewing and finalizing the reports;
  • Draft the research report
  • Support the MoE to prepare the final presentations and policy papers to inform policy making

Qualifications and Experience
The basic qualifications for the consultant are:

  • An Advanced University Degree in education, sociology or other social science field.
  • A minimum of 5 years of professional experience in management in education or social development planning or related areas
  • Clarity of understanding and conceptualization of education issues particularly as it relates to analysis of barriers and bottlenecks to educational participation, the development of requisite policies for at-risk children.
  • Strong research capacity and high level analytical skills.
  • Advanced proficiency in the use of data analysis software, such as SPSS, Microsoft applications and related software, specifically seamless application and use of MS Excel and Access.
  • Ability to work both independently and collaboratively with a clean record for timely delivery of high quality products
  • Capability to transfer skills and expertise, and build capacity of national and subregionallevels for replication of methodologies, concepts and analytical frameworks
  • Understanding of gender and equity challenges in relation to education and development and the application of gender / equity analysis to policy and planning in education.
